The Secretary of Foreign Relations, Alicia Bárcena, and the head of the Tax Administration Service, Antonio Martínez Dagnino, led the signing of the General Collaboration Agreement between both entities to make it possible for Mexican nationals without tax obligations in Mexico who live abroad, to register in the Federal Taxpayer Registry, better known as RFC (Registro Federal de Contribuyentes in Spanish).

The objective is to establish the bases, dissemination mechanisms, and collaboration activities to promote the procedure for this process.

Martínez Dagnino highlighted that the RFC is an identity tool that will allow our compatriots to access a range of benefits such as opening bank accounts, credits, social programs, among others.

For her part, Chancellor Bárcena Ibarra emphasized that the RFC "gives Mexicans abroad an identity, a capacity to act […] so that they feel included and part of Mexico." During her speech, she noted, "this is a dream that has been conveyed to me by many migrants during the visits I have made […] for them, this is a very important form of regularization, empowerment, and especially with a gender perspective," she stressed.

For example, with the RFC registration from abroad, Mexican nationals can meet one of the requirements to access the programs offered by the Institute of the National Housing Fund for Workers (Infonavit), which allows the acquisition of property in Mexican territory.

The application for RFC registration for individuals can be done online, through the Tax Administration Service's virtual office, (SAT by its acronym in Spanish) and from anywhere in the world. Nationals can request information and guidance on the procedure through the Financial Advisory Windows at Mexico's representations abroad.

The Chancellor shared that, through Mexico's representations abroad, the procedure will be promoted, and advice will be provided to the Mexican community that requires it. "It is up to us to disseminate this across our consulates, 53 in the United States, five in Canada, and really in the 80 embassies we have worldwide, to spread this great instrument that you have made available to us," she remarked.

In this way, she invited nationals to register at the SAT's virtual office or visit the nearest consulate, where they will receive quality and timely attention, adhering to the SAT's guidelines to simplify procedures and support taxpayers.

The head of the SAT assured that for the tax authority, it is fundamental to be part of the effort undertaken in this Administration in the field of migration, fostering a new relationship of inclusion and recognition within the framework of social mobility.

"As an institution involved in the country's transformation, at the SAT, we share the vision of a humanistic, inclusive, responsible migration policy with a gender perspective and full respect for human rights," said Martínez Dagnino.

The collaboration agreement responds to the constant demand of the Mexican community abroad to access services from the Government of Mexico and promotes fiscal equity, compliance with tax obligations, and the full exercise of their rights as taxpayers.
